Ilhan Omar Overcomes Moderate Challenger in Closely Watched Primary Race
Rep. Ilhan Omar, D-Minn. emerged victorious in a highly anticipated primary on Tuesday. She had defeated a more moderate opponent. The victory ends a series of challenging primaries for the progressive “Squad” which has been the target of substantial funding from pro-Israel groups.
Omar is now in her third term and he has successfully fended off Don Samuels, who is a former Minneapolis City Council member solidifying her position in Minnesota’s 5th Congressional District a strongly Democratic area where she is expected to secure reelection.
In the 2022 primary, Samuels came close to unseating Omar, losing by just over 2,400 votes. His campaign had received a significant boost from the United Democracy Project, a super PAC linked to the American Israel Public Affairs Committee, which contributed $350,000 in a last-minute effort to defeat Omar. However, this year, the PAC largely refrained from investing in Omar’s race, choosing instead to focus on other contests.

The PAC directed its efforts toward Reps. Jamaal Bowman, D-N.Y., and Cori Bush, D-Mo., due to their outspoken criticism of Israel’s government and actions in Gaza. The super PAC spent at least $14.5 million and nearly $9 million in these races, respectively, leading to the defeat of both Bowman and Bush by more moderate challengers. Progressive leaders have since expressed their concerns about the significant impact of outside spending on these outcomes.
While Omar has also been a vocal critic of Israel’s actions in Gaza, her situation differed significantly from her fellow progressives. Unlike Bowman and Bush, who were entangled in their controversies—Bowman for pulling a fire alarm during a critical vote, and Bush for being under federal investigation for using campaign funds for personal security—Omar entered the race with a strong position.
Omar took a substantial fundraising lead over Samuels on Tuesday. According to AdImpact, his campaign spent $2.6 million on ads, while Samuels’ campaign spent only $32,000.
The victory of Omar is a significant moment for the progressive movement in the Democratic Party. This also reflects her growing influence in between the time when the opposition is trying to drag her down.
