The US has instructed allies to negotiate on critical minerals supplies in 180 days or risk trade measures. President Donald Trump used national security authority to diversify supply of important raw materials such as lithium, cobalt and rare earths, essential in EVs, defence technology, and sophisticated manufacturing.
The U.S. trade and commerce authorities under the proclamation need to strike binding agreements before July 13, 2026 to strengthen the processing capacity beyond the control of dominant countries, especially 70%+of rare earth refining as exercised by China. Tariffs, price floors and other trade instruments might come on board in case negotiations come to a standstill. This push strategy is expected to reduce the reliance on concentrated supply chains and increase resilience in the automotive, tech and defense global industries.
